Chalard proposes a different explanation of the relations and balance of powers characterizing the contemporary world. Starting with a classic analysis of the Cold War, his approach became more original when he evaluates the post-Cold War years. Beyond the points of friction usually highlighted, in the article is showed how the relations between the U.S., the UK and France are essentially reminiscent of a triumvirate, increasingly challenged by the emerging countries.
